Recently, the Ministry of Industry and Information Technology and other four departments jointly issued the "Three Aspects of Products" Implementation Plan for Raw Material Industry (hereinafter referred to as the "Implementation Plan"). It aims to implement the "14th Five-Year Plan" for the Development of Raw Material Industry, and promote the raw material industry to increase varieties, improve quality and create brands.

Main Tasks of the Implementation Plan

（1）  Increase varieties

1. Optimize the structure of traditional varieties. 

We will accelerate the elimination of similar low-end brands with overlapping performance, and upgrade the supply of traditional products.

2. Enrich the variety of new materials. 

We will implement actions to improve key basic materials, improve the production and application platform for new materials, and strengthen support for strategic emerging industries and major state projects.

3. Develop green and low-carbon products. 

We will carry out energy conservation and carbon reduction, green transformation and upgrading, accelerate the development of a unified standard, certification and labeling system for green products.

（2） Improve quality

 1. Promote total quality management.

Strengthen the digital application of quality management, and encourage enterprises to develop product instructions.

2. Strengthen scientific and technological innovation capability.

Integrate innovative resources, and strengthen the creation and reserve of key core technology patents in the field of raw materials.

3. Optimize the quality and technical basis.

Strengthen the construction of the measurement system and inspection and testing capacity of the raw material industry, improve the certification of new material products and green products, and comprehensive evaluation and demonstration of technology maturity.

（3） Brand creation

1. Enhance brand cultivation.

Strengthen enterprise brand strategy, establish raw material industry brand value evaluation system, and build a first-class raw material industry cluster regional brand.

2.Create a good atmosphere for the brand.

To build a Chinese brand with international influence, and enhance global users' recognition of Chinese raw material brands.

3. Improve the brand service system.

Guide enterprises to strengthen the construction of brand service system, and strengthen the support and guidance for the cultivation of raw materials, trademarks and brands.

The Implementation Plan deploys three key projects: improving raw material varieties, improving raw material quality, and building raw material brands.

The first is to implement the project of improving raw material varieties. The second is to implement the project of improving the quality of raw materials. Third, implement the raw material brand building project.

Promotion of the Implementation Plan on the development of geosynthetics raw materials

The publication of the Implementation plan points out the development direction of raw materials industry in the field of geosynthetics in China,puts forward specific requirements, which help to promote the standardization development of geosynthetic raw materials industry, and then provides support for promoting high quality development of geosynthetic materials industry. 

The development of raw material industry in the field of geosynthetics should take "increasing varieties, improving quality, and creating brand" as the main task, actively implement the Implementation Plan, and promote the transformation of the development mode of geosynthetics raw material industry from scale speed to quality efficiency, and forge ahead towards the goal of building a manufacturing power and a quality power.
